Completely up to you and your own financial situation, I'd say. Personally, I pay for the Entry-level subscription ($2 cheaper than the Standard one and is a monthly charge, so I can cancel if I know I'll be really busy for a month or otherwise occupied with a different game). I can comfortably afford it even if I misjudge and end up playing far less than I would've ideally wanted to in a given month. FFXIV is just an outlet for relaxation for me that I always come back to.

But if $13 per month is a noticeable cost, then yeah, perhaps it's not worth it if you can only play an hour each week (about 4.35 hours per month). Again, the game respects your time, so you're not gonna miss out on much if you're unsubscribed for a long time.
