It's only really compelling if you spend less than a few moments thinking about it. His own forces tend to undercut it, as do multiple other factions in the game. The only real valid argument he makes is that the NCR is flawed, but his proposed solution is worse.

Uniting the tribes by force seems like a worthwhile idea, until you realize the entire history of the Fallout universe up to that point contradicts him (ie, there are a lot of ways for tribal factions to become "civilized" - and that's assuming the tribal factions were savage in the first place... it's canonical that the Legion conquered peaceful tribes as well as hostile ones). And while it's easy to say "and then I'm going to establish a capital city and change the entire culture of my empire for the better", it's a lot harder to actually do that. And the game itself basically shows you that all of his dreams and plans only matter so long as he's alive to actually attempt to implement them.

And even if every single thing he says was true, there's literally nothing stopping the empire he wants to build the Legion into from becoming the exact same thing the NCR is. Because the NCR didn't start out that way either.

Caesar's basically a nerd who read too many books and drew all the worst conclusions from them.

It's also telling that most of the other highly educated characters in the game utterly hate him. They're capable of seeing the flaws in his logic that he's become blind to.
