Actually, this is not true. The purpose of the placarding of hazmat is so authorities know how to handle a situation if the hazmat vehicle gets into an accident or something happens to the load. A hazmat driver can and will get a ticket for having too many hazmat placards in place.

More specifically, I believe (but I'm admittedly not 100% positive) that those types of trailers/trucks DO have warnings on for every type of load they're qualified to transport. But the warning signs are designed to fold over, so they can open or close them at will.

So if you're transporting oxygen tanks, you can close all the other signs (hiding them) but you open the flammable oxygen sign (showing it). Every time you change the load you're transporting, you change the signs to match.

So you're technically both right.
