Fallout 4 was beyond fixing with mods, and it really didn't help that all the modders spent their time on the shitty settlement system instead of making the game good. At least Bethesda's other games get good with mods. This just looks like Fallout 4 combined with No Man's Sky and Star Citizen, none of the three games mentioned being any good.

Fallout 4 Modding was hampered for a long time because of the voiced protagonist. It took quite awhile before people had a workable dialogue "fix" mod that didn't make it a nightmare to mod out. There was also a pretty heavy (in modding terms) delay on the actual mod tools, not to mention Bethesda trying to curtail mods being created without their Creation Kit, updates to the exe constantly bricking the script extender. Fallout 4 was really scuffed in getting mods rolling and a lot of people went back to Skyrim because of Special Editions and it had a plethora of tools already made for it.

Not to mention Fallout modding scenes pale in comparison to Elder Scrolls and it was a recipe for disaster.
