One Piece chapter 908: Did that last panel imply what I think it was implying? Did Kami Enel/Eneru take control of the five elders, and by extension the world government?? I say its him only because the silhouette looks like the Kami. But that doesnt make a ton of sense so its probably someone else lol.

Enel/Eneru is happily living his life as kami of a moon. Beating up aliens and ruling over his little robot followers. People keep expecting him to come back but I don't see why he would. He found his dream of endless vearth.
