But, instead of reducing the debt or actually balancing the budget, it ended up being a band-aid on decades of IOUs the treasury sucked out of FICA. More recently, Our Orange Overlord could have plausibly balanced the budget in the pre-covid heyday, but instead went crazy-go-nuts on even more deficit spending.
