They literally have hovering technology and could make transporters that fly through the air, and be heavier armored due to not having to walk. It was designed with the same idea in mind as the AT-AT: to terrorize the enemy. They could also provide a more stable gunnery platform than something that's floating in the air. And they would be mostly immune to the effects of weather; a hurricane would wreak havoc on a repulsorlift tank but a walker could remain in operation in much higher winds.
