Scotrail for example sets universal 6am-9am as peak time, even if thart particular line is completely dead in those times. I sometimes take a train from edinburgh to the borders first thing in the morning, and the cost doubles because it's "peak" time, even though there are less than 3 people on the entire 6 or more carriages.
