I'd definitely recommend getting any farming, managing, city building, multiple settlement type game on PC. Not only for modding, but consoles still struggle with memory where PCs have vast arrays of bulk memory to play with. This is the difference in Minecraft Java with 3 million personal cows vs like 50 max or so on console bedrock as well as bogging the system cycle down.

Any RTS game, any game with massive amounts of units doing anything dynamic to the environment all for pc. I can't even think of console games that have gotten around this memory problem. Usually takes top tier programming like a Kojima team and 5 years to get it done right.

The Sims 4. If you had the thousands of dollars needed to buy all the content for console, I guarantee you, there would be build problems ans bugs galore where PC has a vibrant community that even fixes crap the development never do.
