I try for consensual encounters as much as possible, and I wont push a pedestrian stop unless Ive got a mountain of RAS prior to contact. In my state, passengers only ID by consent unless you have RAS of criminal activity in the vehicle behind the stop. I know some states have stop and ID laws, so Im sure its different there, but we can ask.
