Anyway, reform where possible should be the goal, sure. This needs to be handled realistically; not everyone can be reformed, and repeat offenders should be strong candidates for life behind bars. At the same time, people who had nothing to do with the crime - or worse, who were the victims of it - should not be the ones paying for the offender's sentence. That only leaves the offenders themselves as a possibility. If in the future we invent a magical jail that costs nothing to run, then by all means, don't bill the inmates anything.

For profit prisons is a fucked up idea; but covering costs is justified.

Or in simpler terms - criminals, not their victims or unrelated people, should be the ones paying the price of crime.
