This is a massive event but the "a third of Pakistan is underwater" comes from the fact that many Pakistanis live near rivers and other natural sources of water. If those areas have their water levels rise then large portions of the populated areas of Pakistan will be flooded. A third of the geographic area of Pakistan is not flooded or even close to that.
