Mimi's main niche is her UB doing big damage to the enemy team's second character (behind their tank) or doing heavy damage to a solitary boss by hitting it twice, and in those two specific situations, she's very good. But even with her having her UE, Mimi doesn't have the versatility or the sheer damage output across a full 1:30 battle that Muimi does, and that's not even taking into account Muimi's other tools like her defense shred, stun, and knockback.
Mimi's niche is her UE giving her amazing cleave damage and range, in addition to her UB also doing 2 hits. She also buffs PAtk. Muimi fills a similar role, with an AOE PDef shred, and also has a push and small stun (which are usually irrelevant outside of PVP).

In PVP, Mimi outclassed Muimi when UE released because Muimi stands in a worse position, making her more vulnerable, and Mimi's cleave range is absurd. For CB and regular quests, Muimi generally has higher ST that isn't nerfed when more than one target is present, and her burst cycles generally line up better with buffs IIRC.

I wouldn't really say UE!Mimi is outright better than Muimi until 6!Mimi (more AOE), but she's budget and does reasonably well, but the swap is usually a damage loss in CB IIRC. I can understand considering her a lackluster PriFes unit at this point, because she's not OMG more powerful than her competition, but she was better than her competition at release.
