I can think of 2 factors that would really matter, which is how many people save him, and what's his average priority among them... so here's those numbers

As far as unique savers go he's certainly in the Top 3.... but in the bottom 5 for average priorities. Maybe # savers matters more, but also keeping in mind Avg Priority takes into account the full list of priorities of each user including among ded characters.

Then the next big factor would have to be attendance rates of their savers. Sephiroth v Barret, Seph has more savers and at higher priority, but I absolutely know that many of his savers have a low attendance rate. A saver missing a round would be a big deal surely.

Celes has a middling # of savers with a low average priority, but me and Yankees are both 100% attendance (among 19 other users)... also Ermine has Celes as his top remaining priority due to his alliance with Yankees, so stuff like trading skews things... although I have the only other Celes pact with Bane and that's only been around for 9 rounds. *shrug*
