You want me to propose a solution? The executives that greenlit the release should be fired, game shouldn't be profitable until it releases with all advertised features (any money made until then should go to the developers and not executives or investors) and next game developments should be made under heavy scrutiny. I think most faults laid on the executive side, because the devs themselves didn't want the game to release in that said, so consequences should affect the executives.
