The implication being that the passengers listed as being aboard the flight were intelligence operators, publicly disappeared to hide covert operations.

This trope dates back to a movie from the seventies or the eighties about a TSA agent investigating crashes were he believes the passengers were swapped out for corpses just before the crash, and uncovers a time traveling Noah's Ark to save humanity. Sherlock did an episode (and a few that led to it) with a similar plot, empty passenger plane, passengers already dead... Couple of other instances I think. Even some of the Malaysian Airlines crashes had some theories along those lines. It props up with air crashes from time to time quite frequently.

Based off the general and just the security footage of the impact, I can understand the desire to believe, but when you look at the photos of the impact site and inspect the damage during the fire and after, it's clearly a passenger plane that impacted.
Yeeeaaah...I suspected something of this sort. To say nothing of, you know, the several other identical attacks proceeding at the same time.
