They will unless there's a radical shift in the socio-economic and cultural norms of his home district. Because that's how voting patterns work. Which I assume he'd generally know more about than you since he actually lives there. No matter how much people like to tell schoolchildren that "every vote matters", it's never really been true. There are tons of votes that are functionally useless in the US as a whole, and likely always will be unless the system as a whole undergoes a massive overhaul (which it almost certainly won't in any of our lifetimes).
