Can men who aren't attracted to women tell if a woman is beautiful?

Yes.

And women who aren't attracted to men can still tell why a bunch of other women of different sexual orientations fantasize about Dwayne Johnson and many jacked up male professional athletes. You don't necessarily have to be sexually attracted to someone to gauge the obvious effect of their aesthetics and other attractive traits.

The idea that straight men are supposed to be incapable of that has always been a myth. Plenty of men size up male competition before making social approaches towards prospective partners. That includes taking note of any potential advantages the competition has, including looks. Like doing that is not a new thing; it's rudimentarily ancient. And both men AND women have demonstrated it for eons. It's sensible to do.

Size up the competition (estimate your odds). Compensate where you can to compete.
Throw in the towel when dealing with the opposition outweighs the potential victory, especially when the person you're trying to impress is just not interested.

For this to work, you have to be able to (at least to a minor degree) sense/acknowledge what makes the competition relevant in the race. Most straight people are capable of determining this; it's not a rare sense to have.
