Donald Trump's head is photoshopped on Bad Luck Brian (already an ancient meme) and then the caption is just a claim about hypocrisy. It's not even connected to the original image or format, and it is clear that this is not because the image is trying to be clever or subversive somehow, but because the person who added the caption doesn't understand how memes work.
