The value of having actually good 1 costs probably outweighs that....I played Quicksilver for a really long time and he was nice. But then I got Iceman and some other strong 1s so he became less worth it. Something to keep in mind is that throughout the whole game you get 21 energy. So if you miss your first 2 rounds entirely, that's only 3 of 21 energy lost. Still very winnable.
