The statement is very mild when you take it in context. Realistically, the press was always going to be negative about any actual animal research because it's easy to drive negative sentiment.

Elon Musk was aggressively reckless with his testing. When he ran afoul of chimpanzee testing the first time he moved everything to a private research facility where he could dodge scrutiny. Most of that death could have been avoided if he just contributed to existing research already being done in the field.
