He's using his typical hyperbole, but that doesn't mean what he said or his meaning behind his words aren't awful.

I like Top Gear and The Grand Tour, but Clarkson the man is pretty damn terrible. He's an old privileged royal loving boomer who looks down his nose and massive gut on lower classes. He also mocked climate change for the longest time and only changed his mind when it started personally affecting him. I used to think he was playing up his various ignorances on camera as a joke, but that's really him. All the bigoted jokes he made on the show don't help. He even used slurs. Those parts are pretty uncomfortable to watch looking back.
