Cordless drill (power drill) is best for drilling holes, but can also drive fasteners (e.g. screws). Good for most jobs around the house, because an impact driver will likely overdo it.

Impact driver is for driving fasteners. Way more torque than a power drill, they're more for heavy duty jobs. Uses different bits than a cordless drill, because an impact driver can break regular bits.

You should drill a pilot hole to prevent wood from splitting, even when using an impact driver.
