No, because there are many many studies showing that laws based on dog breed have absolutrly zero effectiveness in reducing the number of dog based injuries.

A new breed would simply become the "problem breed".

So the question I always ask then, is if the breed has nothing to do with it, what is so unique about the demographics of people buying pit bulls that cause them to be uniquely bad at raising dogs right? Saying it's not the breed doesn't actually fix the problem of all of these pitbull attacks. It's the equivalent of somebody responding to a demand to legislate assault rifles with a "well actually, you know there is no official designation for assault rifle" and then claiming the debate is over.
