They were in a temple high in the fucking clouds. Imagine how easy that would have been to defend with medieval technology. The only threat that wouldn't just get bumble fucked trying to get past a narrow mountain path full of barricades, hot oil, and cannons would be an air attack but uhhhhhhhhhhhhh yeah I would think nobody would beat an air bender air to air. So yeah they had a chance to have an impenetrable fortress if they didn't fuck up that whole "not developing weapons or defenses" thing.

They had a temple on a mountain. There's never been war. They had no reason to suspect an attack or to prepare for one. Yes, the Air Nomads were kind of stupid.
