I guess he could direct agencies to aggressively sell stuff and tell GSA to rubber stamp everything. But an unforeseen event led to the reduced need for office space. What if an unforeseen event leads to needing it again? The people who run agencies are generally very risk and loss averse and won't wanna take that leap.
