If I'm Superman, I want to feel like Superman, traditional game design be damned. A true creative will be able to find a way to make it work.

Either one of two ways to go about it. The city has a life bar or against regular enemies you can't really lose but you can do poorly and it's reflected in the public perception of superman. Like from idolizing him to hating him maybe even fearing him if you are so bad with collateral damage it almost seems either intentional or just not caring at all

Can also have challenges like some crime is going down and you have to find it before its over using various abilities like super hearing or xray vision.
