Actually, we should probably kill people before they commit crimes. So maybe we should just kill anyone who comes from a criminal family. Or who shows criminal inclinations. Hell, mandatory therapy sessions for everyone every three years starting in elementary school, and anyone who trips a few red flags can just get popped on the off chance that they might have done something violent someday.

For that matter, why stop at violence? Theft is a crime that causes both economic and psychological damage, so let's add that to the list of offenses. Hell, we could probably solve that one just by doing away with most poor people right out of the gate.

I mean, if we kill enough people, there'll be so such thing as crime! Because there'll be no one left to commit it.
Where the fuck did kill come from

We're talking about a registry of people who literally have the power to end all life on Earth in seconds if they chose to.

"Well that's like saying let's just murder poor people" is a manic non sequitur.
