You are going to have to get over the fact that people aren't following recommendations, manuals and authority like the gospel. There is a such thing as not actually as necessary safety recommendations as some passionately think are. There is not some wide pandemic of cars randomly rolling away because the emergency wasn't used on flat surfaces. It's not even kind of common.

The people around me, other cars and myself will do just fine without using the emergency breaks on a flat surface. The car does not have even close to a high probability of rolling away. No amount of finger wagging is going to change that.
Its about as incorrect as not wearing a seatbelt, which is incorrect every time youre driving and not wearing a seat belt. The hand brake is there for a reason. An extra layer of protection in case the parking gear fails, although maybe you also park in neutral? That would also be wrong
