She clearly is just a petite woman in the show, which is thrown into stark contrast by her little sister who's built like a porn star. Its literally the dynamic shown off in the OP, down to Tatsumaki constantly being mistaken for a child by Saitama (who, to be fair, doesn't have the world's strongest observational skills).
