Topic	Is MGS Phantom Pain worth revisiting?

I already worked to find stuff, pay for it's development, and wait real time hours for R&D to finish it, but now I've also gotta pay a tax before every mission I intend to use them in? Even if I never actually fired the gun, I've gotta pay for it all over again for the next mission?
