I know New Vegas is a strange suggestion for a 'beginner' game, however:
* if he's a tabletop vet, he might appreciate the more open-ended story and depth of roleplaying / character building
* a VATs build can help get around the slow reflexes, supplemented with a high Speech / skill check build to talk his way around / out of fighting as much as possible. Another combat option is a Melee build centered around the arguably-broken Super Slam perk, which will keep enemies locked in a near-perpetual state of knockdown and let him hack away wildly.
Again, probably not the best choice overall, but you never know.

I was thinking something similar, like one of the Yakuza games, that's basically a turn based RPG
