I think it's fine to say that they missed the mark and in an attempt to discuss sexualization of minors they ended up making something that feels more like it was doing that(and Charlie even says that!), but that still doesn't make it "child porn".It's definitely a movie which contains scenes of intentional sexualization involving actual underaged girls. You can maybe make a convincing argument for movies where the character is like 14 but the actor is 18+. In a case where all the underaged girl characters are played by actual teens and preteens... sexualizing them is definitely closer to being child porn than it is to not being child porn. --- I write Naruto Fanfiction.
