The flashing lights are also the easiest one (out of everything listed here) to modify to removing the offending content. Just slow down the flashing. Every other episode was banned for reasons central to the plot of the episode.

Japan takes "too soon" way more seriously than America does (hence why the earthquake and tsunami episodes never aired even after a long time had passed). They immediately posed a permanent ban on the episode and with the series in the process of coming to America, they didn't even give the episode to 4Kids in the first season package and Nintendo basically wiped it from history. Some voice actors have said that the episode was dubbed but never aired but nothing else about it adds up.
