I feel that this is on the engineers and designers of the AI for not putting in safeguards to prevent it from telling people to kill themselves. AI isn't actually intelligent, it just calculates what it thinks you want to hear, based on how you're talking to it, and tells you that. It doesn't fully understand what it's really saying.
