More often than not, it's a waste of food. For every person who will eat what gets put on the table endlessly, there will be three people who are full and won't finish it.

On average, two refills are enough to placate most customers. For the occasional customer who wants more, they can simply ask.

In Olive Garden and every Mexican place that offers chips, I have rarely ever needed more than two refills. Had they just kept putting the food there after I didn't want anymore, I would have just left it there and it would have gone to waste.
