Yes airlines seats have been shrinking, but not enough that an average male couldn't fit. The average male just can't spread out like they use to anymore.

The thing is, bone structure doesn't change with your weight. Your shoulder measurements don't suddenly double if you double your weight.

And based on her picture, her shoulders are normal. And her arms are about as big around as the Rock's. (all fat instead of muscle, though)

So I'd say an economy seat should be wide enough to fit the Rock. And if it was, she'd probably fit in it (tightly).
