It wasn't her choice, it was the writer's choice, and it was a bad one, because it sidelined the fuck out of Steph and Cass as Batgirl even worse than they already had been. Babs had a great identity as Oracle anyway! I don't give a damn about anything out of universe or other characters. In universe, she was Oracle for quite some time.
