This. The irate homeless guy should have still been locked up given his history and maybe this wouldn't have happened. The marine held him in a chokehold for too long, no dispute there, but he was probably doing his best just to restrain him, which apparently took more than just him, until the guy was pacified, but that never came, along with no prompt police response, so the guy died.

Doubt the marine thought the guy should die and wanted to execute him then and there personally. It's a sad story either way because someone died, someone is likely losing their freedom trying to take a stand to protect himself and others from a potentially dangerous person and the law could have prevented all of this.
