Because Republicans had and have a rather clever ideological racket going on:

1) Campaign on claims that the government is inept and its functions should be minimized or privatized, putting it into the hands of "honest, hardworking Americans."
2) After getting elected, use legislative powers to hamstring government functions and/or slash government budgets in order to render specific departments completely incapable of doing their jobs effectively.
3) Cite inefficacy of affected departments as proof of government ineptitude, continue using it to score electoral points while quietly allowing key donors to ransack the public's wealth.

And somewhere in there, the corporations that coincidentally made sizable campaign donations and/or are close personal friends of high-ranking government officials just happen to make sizable profits by doing the barest minimum they can get away with to fill the gaps left by the hobbled departments.
