I only honk as a way of conveying that someone urgently needs to pay attention. Never as a correction, and definitely never as a greeting. When you honk, every motorist around you hears it, which can cause surprise, confusion, or even anger if people think you're trying to criticize them for something they did. There's a lot more negative outcomes than positive unless it helps with with road safety, or someone is very clearly distracted from driving and delaying everyone in a situation where the signal will not confuse other drivers.
