While there are crimes that the US government can charge you with even if committed outside the US, murder isn't one of them under most circumstances. That is, if the murder occurred in an embassy or on a boat in international waters they would try you, but not in a foreign country where another government clearly has jurisdiction.

Edit: You may be thinking of something like https://www.law.cornell.edu/uscode/text/18/1119 but that only applies if the accused is no longer in the country where the murder occurred and/or the country where the murder occurred is not capable of prosecuting it.
