The point he was making is that the trailer implies that the Rhino is going to be a villain in Kraven's movie. It looks like we're getting a more traditional version of the character (ie, the grey arm), not the "just a guy in power armor" version from ASM2.

To be fair, when you're hunting Spider-Men, NYC is pretty much the prime hunting ground.

The whole point of the character is that he's Zaroff from The Most Dangerous Game. He's hunted every dangerous animal and killed them all, to the point where it's boring now. So then he graduated up to hunting humans, because their cunning and skill made them even more dangerous and exciting.

Except in Kraven's case, he's gotten bored of hunting humans as well, so he's going after "The Spider".

It's also worth keeping in mind that something like half of Spider-Man's villain roster are animal/bug themed (Doctor Octopus, Rhino, Vulture, Lizard, Beetle, Puma, Jackal, Scorpion, Black Cat, etc). And they're all pretty much based in New York City. So that's a LOT of animal-based human weirdos with superpowers running around for Kraven to hunt.

In the Marvel universe, it would almost be more stupid for Kraven to NOT be in NYC.

Yeah, but Kraven never really did. So it seems like they're willing to turn pure villains into antiheroes just to crank out more movies.

Though I'm kind of curious whether or not they could do anything with The Beetle. It's canonical in the comics that he eventually becomes a good guy (via the Thunderbolts), but I'm not sure if the Mach-1 version of the character would still count as a Spider-Man villain, or if it defaults to Marvel as part of its own Thunderbolts/Avengers contractual franchise. On the other hand, if Sony doesn't call him Mach-1 and just keeps him as The Beetle, then you've got conflict with DC's future (inevitable flop) Blue Beetle.

Of course, when it comes to tech-based villains becoming heroes, I feel like they'd be way more inclined to go with The Prowler instead anyway. Especially since the character already has ties to Miles Morales, and has shown up in Spider-Verse related stuff. And because it gives them the built-in diversity without having to race-recast.

I half-imagine we'll see a Black Cat movie before long... but probably not a Phil Ulrich movie.

A Black Cat movie was definitely in the plans at one point, though it seems like it got stalled out after ASM2 failed (the same reason the proposed Sinister Six movie got shelved). The real problem with it is that it's hard to justify her "going straight" without Spider-Man's direct influence and their relationship, without just turning her into Halle Berry's Catwoman.

As for Urich, I don't know about that specific version, but I could see them trying to go with a "someone finds Goblin tech and tries to use it to be a hero" premise. They've already sort of played with that idea in the Raimi movies, and it's happened multiple times in the comics (even if the people involved almost always go crazy and turn evil at some point, because Status Quo is God).
