Anyone can fire up their own server and create an instance, and any account on any instance can follow other accounts on other instances. It's kind of like how email works, you create an account on Gmail, and you can communicate with Hotmail or Yahoo or AOL or John Doe's private mail server. Threads is basically Facebook's attempt to take over Mastodon. They're using the same protocols as the rest of Mastodon. If it were a normal instance, it would be allowed to federate with the rest of the network.
