i've got a Dell monitor from the early 2010s that does that, it's expected. Problem with all fluorescents. The backlight is wearing out and it has to push more current through to keep it on, it'll also take longer and longer to reach full brightness from a cold start.

If you're really paranoid about it then you could try blasting the vents with compressed air stuff and stick some airflow behind it, even one of those bendy USB fans plugged directly into the back of it would work

Hmm I'll give this a try tomorrow before I buy a new TV, thanks.
