If everyone has their own separate panels and metered connections I don't see how you could overload circuit

But if he went cheap and every tenant shares then panels then yes, a circuit could get overloaded

In most older houses, all bedroom outlets share a breaker, and the lights are on a separate breaker. I believe it's normal for maybe 10 outlets on one breaker? Since each bedroom usually has 3-4, they usually just slap them all on one circuit

Do you have 2 windows? You could possible get 2 cheap box fans and have one fan be an intake fan and the other pushing out to help funnel some of that hot air out before you run your A/C unit
