Does independent military prosecutor mean prosecutors that are in the military or civilian prosecutors whose only job is to prosecute people in the military? Calling somebody in the military independent seems like it would be contradictory.

Either way, great to see focus and change in that area.

Private prosecutors are a thing and most states allow them although there's a preempt clause that lets the state use their own if they want.

I'm guessing the military will hire them as contractors to do these cases outside the UCMJ courts. And if the state wants they can tell those prosecutors to go away and use their own.
