Does independent military prosecutor mean prosecutors that are in the military or civilian prosecutors whose only job is to prosecute people in the military? Calling somebody in the military independent seems like it would be contradictory. Private prosecutors are a thing and most states allow them although there's a preempt clause that lets the state use their own if they want. I'm guessing the military will hire them as contractors to do these cases outside the UCMJ courts.
