Rock paper scissors. Congress passes laws. The president can veto them. Congress can override the president. The courts can strike something down as unconstitutional. Congress can pass an amendment to make it constitutional.

It's a delicate balance, but it only works if Congress can actually pass laws. Force Congress into a gridlock, and the balance gets completely thrown out of whack.
