They weren't cool, intimidating, memorable bad guys that the heroes actually had to defeat. also when did a arc in Z actually meant anything? frieza, cell and buu were just cool fight that happened and everything was back to normal afterwards The events on Namek resulted in Vegeta becoming a mainstay, and Goku & friends having new allies in the form of the Namekians. The events of the Cell saga resulted in Goku's death, 18 becoming a mainstay, and Kami essentially ceasing to exist as his own character. Boo was meant to be the end of the series, so it makes sense for things to end on the happiest note there. --- I don't hold grudges.
