...You can pull your gun out without intending to shoot. The rule of thumb is that you don't put your finger on the trigger unless you're going to shoot. There are tons and tons of incidents of both police and ordinary citizens drawing their guns as a deterrence/control measure without ever intending to shoot--but of course if the need arises, they are able to shoot quickly.

I don't know where this "never draw a gun unless you're definitely going to shoot someone with it" concept came from, but it's faulty.
